Duties and Responsibilities

The HRIS Spec / Benefits Administrator / Business Analyst is the HRMD subject matter expert for the technical aspects of Benefits Administration and HR Generalist functions. Responsible for HRIS processes, designs, redesigns, improvements and requirements. Creates and recommends systems solutions necessary to implement the departments and County-wide vision for improved HRIS services. Maintains the accuracy and integrity of HR information through the HRIS system. Serves as a team member on matters relating to HRIS. Provides project management for a given HR initiative. Briefs management and Commissioners Courts, as required.

Serves as HRIS Benefits Administrator point-of-contact with stakeholders and provides hands-on technical and systems support, consultation, development, and maintenance. Responsible for ensuring employee benefits administration and related choices, programs, processes, and contracts, including open enrollment processes and total compensation benefits statements accessibility for employees. Provides technical problem-solving solutions such as related issues for employee claim/eligibility issues and existing internal/external interfaces to carriers.

Functions as key HRMD technical HR Generalist for all HRMD divisions. Responsible for system-related projects, which may include: government compliances, payroll, compensation, salary planning, position control, organizational charts, appointments, benefits, new hire orientation, open enrollment, benefits statements, budgeting, absences tracking, requisition automation, online application, recruiting and applicant tracking systems, employee relations, employee self service, and electronic filing. Works with vendors, talent/workforce management, succession planning, training and development, performance evaluations, qualifications, report generation, report query, e-forms, database/table maintenance, HR web page, and organizational development.

Reviews and evaluates existing processes, programs, practices and systems to identify and understand opportunities for systems solutions. Recommends best practice solutions for business processes and application design. Responsible for supporting projects that may focus on new functionality, upgrades, process reengineering, technical design, updating and maintaining tables, data integrity, documentation, training, and testing efforts.

Serves as key business partner with end-users in departments and HRMD divisions to deliver HRIS business and technical requirements. Responsible for resolving complex technical problems.

Develops end-users procedures, guidelines and documentation in support of systems. Delivers end-users technology support and training on new processes and new systems. Ensures that reporting requests are met through the creation of ad-hoc reports and the use of standard reports. Responsible for analyzing, formulating, developing, maintaining and supporting a variety of HR-related reports by utilizing the appropriate reporting tools. Designs and generates queries, databases, tools and management reports, to support the information needs.
Minimum Requirements
Bachelor’s degree in Personnel Management, Public Administration, Business Administration, Human Resources Management, Information Systems, Computer Science, Health Care field or a directly related field AND six (6) years of increasingly responsible HRIS or Human Resources generalist or specialist experiences, including benefits administration, and, including a minimum of three (3) years project management experiences through active participation in system-related projects, which may include payroll, position control, budgeting, compensation, report generation, e-forms, staffing, training, recruiting, employee relations, benefits, new hire orientation, government compliance, performance management, employee self service, electronic filing, working with vendors, and organizational development. Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:
Valid Texas Driver’s License.

Preferred: *Senior Professional in Human Resources (SPHR); OR, Professional in Human Resources Certification (PHR) *Certified Employee Benefits Specialist (CEBS), *Certified Government Benefits Administrator (CGBA).

*Excellent working knowledge of Benefits Administration. *Strong working knowledge of the various HR functions, including payroll processes. *Strong working knowledge in software implementations, upgrade enhancements, reporting, training, and data integrity. *Strong technical knowledge and understanding of HR capabilities and HR business processes. *Ability to analyze and problem-solve, time management and attention to detail. *Skill in written communication and making presentations. *Knowledge and skills in Microsoft Word, Excel, PowerPoint, Access, and Adobe in preparation of documents, reports and spreadsheets.

Hours: 8:00 AM to 5:00 PM and works some nights and weekends.
